About UNIAP

The United Nations Inter-Agency Project on Human Trafficking (UNIAP) was established in June 2000 to facilitate a stronger and more coordinated response to human trafficking, in the Greater Mekong Sub-region (GMS) and beyond. UNIAP is managed by a headquarters in Bangkok, with country project offices in the capitals of Cambodia, China, Lao PDR, Myanmar, Thailand and Viet Nam. The seven UNIAP offices have a combined staff of approximately 30. While UNIAP is a UN inter-agency project, UNIAP receives financial support from its own bilateral and multilateral funding and not from UN agencies, allowing it to retain a neutral position within the UN that serves all UN agencies, governments, and NGOs equally. It is the only inter-agency coordinating body on human trafficking of its kind within the United Nations system.

Call for Proposals

UNIAP and local partners in Cambodia aim to provide services to underserved victims of trafficking in Cambodia to improve their chances of successfully recovering from their trafficking experiences in the long term. Male victims of labor trafficking are an underserved population historically overlooked by service providers and authorities, though they are now recognized by 2008 legislation in both Cambodia and Thailand (the main destination of male Cambodian migrants and trafficked persons) as possible victims of trafficking. Additionally, while sex trafficking has been addressed for many years in Cambodia, and victims of sex trafficking may not seem to be an underserved victim population, UNIAP and partners have contact with many sex trafficking victims who have not received the support they need to healthily move forward with their lives.

Through three components, (1) Psychosocial support; (2) viable socioeconomic support; and (3) access to justice and compensation, UNIAP will offer underserved victims of sex and labor exploitation in Cambodia a range of support services to assist them in regaining control over their lives, while developing sustainable systems for this support in the years to come.

UNIAP aims to provide financial support and collaborate with NGOs to identify, reach and provide services to these underserved victims of trafficking in Cambodia. UNIAP will provide funding for implementation over a 2-year project period. Programs must be innovative, effective, and targeted, with empirical means for verification of results and impact. Priority will be given to the following three themes, and NGOs may focus on 1 theme or combine 2-3 themes into their proposal:

Priority Theme
A Expand appropriate psychosocial support and services to underserved victims of trafficking, through counselor training and mobile counseling services
B Develop and provide viable, sustainable socioeconomic / livelihood alternatives for underserved victims of labour and sex trafficking
C Pursue cases on behalf of those victims wishing to see criminal investigations or gain compensation for the crimes committed against them

Application Guidelines

  1. Submission deadline: The deadline for submission of proposals is 6 pm (18:00), Friday March 5, 2010. Applications received after the deadline will not be considered. Early submission is strongly encouraged.
  2. Where to submit proposals: Applications should preferably be submitted in English via e-mail as a Microsoft Word attached document, with the subject line clearly labeled ‘UNIAP Call for Proposals.’ Please send applications to jennifer.finnegan@no-trafficking.org. Organizations or individuals wishing to discuss proposal ideas with UNIAP before submitting a proposal are welcome to do so.

  4. Submission format: Applications should be submitted in Microsoft Word format with a narrative of no more than 6 pages, including at a minimum the following:
    • Contact information for organization
    • Abstract, including a note on which priority (A, B, and/or C) the proposal
      addresses (200 words or less)
    • Problem statement (1/2 page or less)
    • Project goals and objectives (1/2 page or less)
    • Research or intervention design (2 pages or less)
    • Monitoring and evaluation plan (2 pages or less)
    • Organizational capacity (1/2 page or less)
    • Detailed budget, in US Dollars (as the final section of the same Microsoft Word document – do not attach a separate Excel spreadsheet)
