Uniap's Work In Cambodia

With offices inCambodia, China, Lao PDR, Myanmar, Thailand and Vietnam, UNIAP is committed to building a united front on human trafficking, and taking action based on the needs of each country. UNIAP Cambodia works in four core areas: Building the knowledge base on human trafficking; Supporting action on high priority areas; Targeted interventions that respond to identified gaps; and Strengthening advocacy on the issue of human trafficking.

UNIAP is unique because it works as a coordinating body and service provider to facilitate successful responses by its partners, rather than implementing programs itself. Our approach in supporting and initiating programs and then stepping back as our partners take them forward, ensures that full-scale responses to trafficking are implemented by those best placed to do so.

As a service provider, UNIAP Cambodia provides a platform for action on trafficking. We facilitate closer, more effective working relationships, and act as a catalyst for these relationships to translate into action:

Building the Knowledge Base on Human Trafficking

UNIAP Cambodia project regularly submits relevant and important documents on human trafficking to the Cambodian Research Development Institute (CDRI) documentation center/library. We assist the CDRI with the creation of a well-equipped documentation center/library to serve as the host institute for organizations and individuals with a professional and general interest in human trafficking issues in Cambodia. UNIAP Cambodia also provides information concerning human trafficking in Cambodiato the regional website for dissemination of Cambodia-related trafficking information. In order to raise awareness on Cambodia-specific human trafficking issues among major stakeholders and decision-makers in Cambodiaand the region, we contribute articles to UNIAP's "Step-by-Step" regional newsletter, the ECPAT Cambodia newsletter and the Cambodian Parliamentarians’ newsletter. UNIAP Cambodia also established links with the media through the creation of a Khmer language radio programme called "Together Against Human Trafficking." Broadcasted monthly, the programme reaches approximately 75% of the Cambodian population. In addition to writing the programme's basic script, we invite partners from UN agencies, government authorities, NGOs and INGOs to be interviewed on various issues related to human trafficking and answer questions from callers. We hope that the radio show will lead to better understanding of the issue of human trafficking in Cambodia and in the Greater Mekong Sub-region. UNIAP Cambodia maintains and regularly updates the national mapping exercise and database on various anti-trafficking interventions which maps the location, structure, and activities of all organizations active in the area of human trafficking in Cambodia . This is done through phone calls, emails and personal visits. We expect the outcome of this activity to be an improved quality and reliability of information related to trafficking, which will help our partners and other users to avoid overlap and detect gaps in the overall response to human trafficking. UNIAP Cambodia actively participates in workshops and meetings organized by various agencies in Cambodia to familiarize other organizations and potential partners with our goals and objectives. We regularly liaise with and contact organizations and individuals working on human trafficking issues to increase circulation of our national listserve on human trafficking. In consultation with our inter-agency partners, UNIAP Cambodia selects human trafficking documents to be translated into Khmer and the target group that should receive the respective materials. Translated documents are provided in both soft and hard copy, with hard copies distributed to NGOs in remote areas. The outcome of the activity is twofold. Firstly, an increased flow of much needed information reaches relatively isolated NGOs working in the human trafficking sector. Secondly, through this activity UNIAP Cambodia strengthens its partnerships with local NGOs Supporting Action on High Priority Issues UNIAP Cambodia team organizes quarterly "stakeholder meetings" on human trafficking. The goal of this activity is to gather and distribute information on up-coming activities and envisaged projects among the partner agencies. This helps to avoid overlap in certain areas of activity and to detect gaps where more input/activities are needed. Additionally, UNIAP Cambodia organizes quarterly "Donor-UN Coordination" meetings on Human Trafficking to coordinate and share information on various activities in the trafficking sector inCambodia. This activity facilitates stronger and more coordinated responses by the UN and donor communities to human trafficking in Cambodia. Finally, UNIAP Cambodia provides secretariat services to the Coordinated Mekong Ministerial Initiative against Trafficking (COMMIT) process, which has led to the signing of an MOU by the GMS governments and is currently developing a regional mechanism of cooperation. We provide support to the Cambodian COMMIT Task Force comprising representatives from the various ministries to actively participate in the COMMIT process. Targeted Interventions that Respond to Identified Gaps In addition to cooperating directly with law enforcement institutions, UNIAP Cambodia liaises with NGOs and law enforcement authorities to organize meetings/workshops as a neutral forum for discussing issues like the repatriation of specific human trafficking victims. Strengthening Advocacy on the Issue of Human Trafficking UNIAP Cambodia advocates actively for the implementation of various policies related to human trafficking by the Cambodian Government. In conjunction with other organizations, we discuss different cases/issues with the government authorities as well as support coordination and cooperation between Cambodian government authorities and national/international NGOs involved in tackling specific trafficking cases. We have also facilitated discussions on general policy matters and methodological questions during these meetings which include the drafting and distribution of minutes on the outcome of the policy discussions.

Supporting Action on High Priority Issues

UNIAP Cambodia team organizes quarterly "stakeholder meetings" on human trafficking.
